Ministry Notifies Appointment of Field Marshal Asim Munir as Pakistan’s First Chief of Defence Forces

The Ministry of Defence has officially confirmed the appointment of Field Marshal Syed Asim Munir as Pakistan’s first Chief of Defence Forces (CDF), marking a major structural shift in the country’s military leadership model. The notification was issued on Friday morning after President Asif Ali Zardari approved the appointment upon the advice of Prime Minister Shehbaz Sharif.

The ministry stated that the appointment was made under Article 243 of the Constitution, read with Section 8A of the Pakistan Army Act, empowering the president to name the army chief who will simultaneously serve as the head of the unified defence command. Field Marshal Munir will hold the dual office for a five-year term.

The announcement formally ends speculation over the delay in notification. The Presidency clarified on Thursday that the president had endorsed the new command arrangement, following the prime minister’s recommendation.

According to the Prime Minister’s Office, the summary sent to the Presidency proposed that Field Marshal Munir continue as Chief of the Army Staff while assuming the newly created role of Chief of Defence Forces, intended to streamline command authority and centralise defence planning.

This change stems from constitutional reforms that amended Article 243 under the 37th Constitutional Amendment. The amendment eliminates the position of Chairman Joint Chiefs of Staff Committee, dissolving a coordination system that existed since 1976, and transferring tri-service command responsibility to the new CDF.

The updated structure places operational, administrative, and strategic oversight under a single office, reflecting efforts to modernise defence governance and realign high-level military leadership with emerging strategic demands.

Extension for Air Chief Marshal Zaheer Ahmed Babar

A separate notification confirmed that Air Chief Marshal Zaheer Ahmed Babar’s tenure as Chief of the Air Staff has been extended by an additional two years.

The extension will become effective after the end of his current five-year term in March 2026, ensuring continuity of leadership until March 2028. The notification cited Article 243 of the Constitution and Section 10B of the Pakistan Air Force Act as the legal basis for the extension.

The decision comes at a time when the Pakistan Air Force is undergoing organisational, strategic, and technological upgrades, including advancements in aviation platforms, indigenous capability development, and renewed international cooperation.

The combined appointment of the first Chief of Defence Forces and the tenure extension for the Air Chief underscores a period of institutional transition, with longer leadership cycles intended to provide strategic continuity.
