CCP Urges National Aviation Roadmap to Strengthen Pakistan’s Air Travel Sector

The Competition Commission of Pakistan (CCP) has released a draft report highlighting the need for a national-level aviation strategy to strengthen Pakistan’s civil aviation sector. The report, titled “Competition in the Skies: Pakistan’s Civil Aviation Market Assessment,” presents an extensive analysis of the country’s aviation industry based on nearly two decades of data from 2006 to 2025.

The study provides a detailed examination of competition dynamics within Pakistan’s aviation market. It evaluates airline operations, market trends, regulatory frameworks, and structural challenges that have affected the growth and efficiency of the sector over the years.

According to the report, the analysis was developed through evidence-based research combined with consultations with key stakeholders across the aviation ecosystem. Industry representatives, regulators, and policy experts contributed insights to help identify the major issues affecting air travel and airline competitiveness in Pakistan.

One of the central recommendations of the report is the creation of a National Civil Aviation Roadmap. The proposed roadmap would establish a clear strategic direction for the aviation sector, focusing on improving infrastructure, increasing competition, and creating a more stable regulatory environment for airlines and investors.

The CCP also recommends the introduction of a phased Reform and Stabilization Plan to address structural problems within the aviation market. The plan is intended to help build a resilient and investment-ready aviation ecosystem capable of supporting long-term industry growth.

Pakistan’s aviation sector has faced multiple challenges over the past two decades, including financial pressures on airlines, regulatory complexities, and limited competition on certain routes. The report suggests that a coordinated national strategy could help resolve these issues and promote healthier market dynamics.

Another key focus of the study is improving conditions for both domestic and international airline operations. By creating a more transparent and competitive framework, the aviation industry could attract new investment and encourage the entry of additional carriers, ultimately benefiting passengers through improved services and more travel options.

The CCP believes that strengthening policy coordination among aviation regulators and government institutions will be essential for implementing meaningful reforms. A unified strategy could also support infrastructure development, including airport capacity expansion and modernization of aviation services.

As air travel demand continues to evolve, the report emphasizes the importance of long-term planning to ensure Pakistan’s aviation sector remains competitive regionally and globally. Industry experts note that strategic reforms could play a key role in boosting tourism, trade, and economic connectivity.

With the draft report now released, the Competition Commission of Pakistan is expected to gather feedback from stakeholders before finalizing recommendations aimed at improving the country’s civil aviation market and positioning it for sustainable growth.
