Audit Finds Rs. 16.94 Billion in Irregularities in KP Minerals Department

An audit report by the Auditor General of Pakistan has identified financial irregularities worth Rs. 16.94 billion in Khyber Pakhtunkhwa’s Minerals Department, raising concerns about revenue collection, illegal mining, and the management of public resources.

The findings highlight significant gaps in the recovery of outstanding payments and the collection of revenue from mineral extraction and government-owned land. Illegal mining accounted for the largest portion of the reported losses.

According to the report, illegal mining resulted in an estimated loss of Rs. 8 billion to the provincial government. The amount represents a major share of the financial irregularities identified during the audit.

The report also highlighted Rs. 4.31 billion in outstanding payments that authorities had failed to recover from contractors who defaulted on their financial obligations. The unrecovered amount points to challenges in enforcing payment requirements and ensuring that contractors meet their commitments.

In addition, the audit identified Rs. 810 million in unpaid dues from mineral leaseholders. These payments are linked to the use of mineral resources under lease arrangements, making their recovery an important part of the provincial government’s revenue collection process.

Another Rs. 580 million in losses was attributed to joint venture profits that had not been deposited. The finding raises questions about the timely transfer of earnings due to the government from mineral-related business arrangements.

The audit also reported a loss of Rs. 140 million due to excessively low rents charged for government land. The finding highlights concerns about whether public property is being leased at appropriate rates and whether the province is receiving fair returns from its assets.

Taken together, these findings point to weaknesses in revenue administration within the KP Minerals Department. The reported issues involve different areas, including monitoring mining activities, recovering overdue payments, collecting lease dues, accounting for joint venture profits, and setting rental rates for government land.

Effective oversight of the minerals sector is important for Khyber Pakhtunkhwa because mineral resources can provide a significant source of provincial income. Unauthorized extraction and the failure to collect payments can reduce public revenue and limit the funds available for development projects and public services.

The recovery of outstanding dues, stronger monitoring of mining operations, and improved financial controls could help address some of the issues highlighted in the report. Transparent lease arrangements and regular reviews of government land rents could also support better management of public resources.

However, the identification of financial irregularities does not automatically establish that the entire amount was stolen or embezzled. Audit findings may include unrecovered revenue, unaccounted payments, losses, and other financial discrepancies that require further examination and appropriate action.

The Rs. 16.94 billion figure represents the overall amount flagged by the audit, while the individual findings identify specific areas of concern. Further clarification, recovery efforts, and any follow-up action by the relevant authorities will be important in determining how the identified issues are addressed.

The report has brought renewed attention to financial management and accountability in Khyber Pakhtunkhwa’s minerals sector. Ensuring that public revenue is collected properly and that mineral resources are managed transparently will remain essential to protecting the province’s financial interests.
